About Cable Consortium of Liberia (CCL)

Connection Provided

Since 2012, CCL has been Liberia’s only operational submarine landing station — providing dedicated, high-capacity connectivity to national and regional ISPs, carriers, and institutions.

National Backbone Enabler

We’ve empowered Liberia’s telecom growth by serving as the neutral access point for all major ISPs — including Orange Liberia, Lonestar MTN, LTC, and others — facilitating fair and flexible international capacity access.

Trusted Consortium Model

Owned and managed by a public-private partnership, CCL stands as a successful model of collaboration between government and industry, delivering operational excellence without competing in retail services.

CCL & the ACE Consortium

Cable Consortium of Liberia (CCL), a management entity for ACE Cable Landing Station Monrovia was in 2010 established by the Government of Liberia and shareholding partners, Lonestar Cell (LCC/MTN), Cellcom GSM (Orange Liberia), Novaphone, acquired by LCC/MTN and the Liberia Telcommunication Corporation (LIBTELCO) now LTC Mobile for management of the ACE CLS. As a founding member within the ACE consortium, CCL joined 19 other operators and national governments to form the ACE consortium under an agreement signed 5 June 2010, bringing the cable into service 15 December 2012 ace-submarinecable.com . Strategic Role: As the only submarine landing station in Liberia, CCL enables local ISPs and enterprises to tap directly into ACE’s high-capacity system—without bundled IP transit—ensuring competitive pricing through the SPV model ace-submarinecable.com . Extended Reach: The ACE system is currently being extended to South Africa, ultimately spanning 17,000 km from Europe to the southernmost point and serving 450 million people directly or via terrestrial links to landlocked nations like Mali and Niger ace-submarinecable.com ace-submarinecable.com . First-of-Their-Kind Landings: ACE was the first international submarine cable to land in Equatorial Guinea, Gambia, Guinea, Liberia, Mauritania, São Tomé & Príncipe, and Sierra Leone As Liberia’s gateway to the global network, CCL manages, operates, and maintains the landing station infrastructure. We provide non-IP transit, capacity-only services to local ISPs, regional telecom operators, and other stakeholders needing pure international bandwidth. Our mission is to enable affordable and scalable connectivity, while empowering local ISPs to grow independently by offering flexible routing, custom capacity tiers, and neutral co-location options.
